It's not a question of how many accessories should you have on, but rather what accessories should you be wearing. For example you can wear several thin layered different length necklaces that add no umf to your look or outfit, but you can wear two bold extra long necklaces and one short thin roped necklace and make a statement depending on what your wearing.
